The meeting was called to order by Chairman Breault at 7:30 a.m.
Moved by Gilbert, seconded by Yoerg to approve the meeting
minutes of 6/3/04. Motion carried.
Final development
plans, Stone Creek Development, 32 residential dwelling units (16 two-family
structures), northwest quadrant of
Yoerg expressed concern about parking along the private streets to the site particularly in light of a fire or if people rush as a group to leave the development at one time. Dean Hanson noted that it is their plan to sign the private streets as fire lanes so that they remain open. Mailloux questioned how that is enforced. Darnold noted that the fire inspector periodically has to inspect the sites or that the neighborhood is self-policing or may call in a complaint.
Bieraugel asked how the creek will work; will a water supply be provided? Hanson noted that generally it will be a dry creek lined with rocks and the only supply of water will be periodic rains.
Moved by Gilbert, seconded by Caruso to recommend approval of
the final development plans for Stone Creek Development at the northwest
quadrant of
a) Final development plans be revised per the city engineer’s recommendations (letter of 6/14/04)
b) Letter of credit in the amount of $46,750 is provided for repair and replacement of street and curb and gutter.

Final development plans for Caribbean Development, 10,580 sq. ft. car wash and fuel station facility and 6,000 sq. ft. retail center, 1611 Maxwell Drive, Hudson Crossing commercial center, southeast quadrant of Carmichael Rd. and Hanley Rd. – Mike and Susan Inman. Mike Inman and Brad Diller reviewed the site and briefly discussed the car wash and retail buildings. Bieraugel asked if the developer intended to install a water recycling system. Inman introduced Barry Balzer who will manage and operate the car wash. Balzer stated that during the construction of the site improvements a tank will be installed to be used for water reclamation, but that the other recycling equipment will not be installed immediately. Bieraugel asked why not install it now. Balzer stated that they would like to make the investment later due to the costs and to initially monitor the amount of water used to determine which type of recycling system may be best for this particular application. Yoerg stated that by investing in the equipment now the savings would probably pay for itself. Balzer noted there are different types of recycling systems and costs of the systems differentiate.
Mailloux asked about the retaining wall. Darnold commented that due to the proximity to the street the plans would require staff review if the height is over four feet. Alan Kretman noted that the plans are being engineered and that the height of the retaining wall will be four feet. The plan commission asked that the plans be submitted to staff for review.
Moved by Bieraugel, seconded by Yoerg to recommend approval
of the final development plans for the Caribbean Development,
a) Plans to be revised per city engineer’s recommendations.
b) Plans for the retaining wall to be submitted to the city engineer for review and approval.
c) A review of water usage and status of the installation of a water recycling system for a car wash be conducted by the plan commission within two years of the issuance of the building permit.
d) A letter of credit to be provided to the city of Hudson to assure that the repair of streets and curb / gutter damage with the amount to be determined by the city engineer.

Other business for discussion only or placement on future agendas. Darnold reminded the commission that the next plan commission meeting is June 24th. Darnold noted the next meeting in July is on the 8th.
