CITY OF HUDSON SPECIAL COMMON COUNCIL MEETING

MINUTES OF WEDNESDAY, JUNE 23, 2004

 

 

Meeting called to order by Mayor Jack Breault in the Council Chambers of City Hall at 5:00 p.m.

 

PRESENT:  Mayor Breault and Alderpersons Dennis O’Connell, Paul Radermacher, Roger Riedel, Scot O’Malley and Carah Koch.

 

ABSENT:  Mike Laatsch.

 

OTHERS PRESENT:   Devin Willi and Betty Caruso.

 

REVIEW FUNDING SOURCES WITH FINANCE OFFICER FOR LEFT-TURN LANE FROM CARMICHAEL ROAD TO VINE STREET:  Betty Caruso reported that the amount budgeted for a right turn lane from Carmichael Road to Vine Street was $58,000.  Additional funds are needed to fund the $86,500 cost for a left-turn lane that was not included in the original list of Capital Projects.  Ms. Caruso reported that possible sources of funding were: (1) utilize the $100,000 in Contingency Funds for Capital Projects, that was established by the Council to fund additional projects or increases in curb, gutter or street repairs; (2) amend the Budget and use more of the Undesignated Fund balance.  Council established $475,000 for Capital Projects, bringing the Undesignated Fund balance to $886,000; or (3) reassess the priorities for 2004 adopted Capital Projects (list attached).  Ms. Caruso reported that the City would not have to tap Undesignated Reserves at present.  Caruso suggested that the Contingency Funds of $100,000, set aside for Capital Projects, be utilized.  MOTION by Radermacher, second by O’Malley, to authorize expending $86,500.00 from the Contingency Fund to finance the left-turn lane from Carmichael Road to Vine Street, and authorize BRA to proceed with the project.  All ayes, Motion Carried.

 

CONVENE INTO CLOSED SESSION pursuant to Sec. 19.85(1)(c), Wis. Stats. to review employment contract for Public Works Superintendent/Engineer:   MOTION by Koch, second by O’Malley, to convene into Closed Session pursuant to Sec. 19.85(1)(c), Wis. Stats. to review the employment contract for Public Works Superintendent/Engineer. Roll call vote, Ayes 5-0,  Motion Carried – 5:08 p.m. 

 

 

RECONVENE INTO OPEN SESSION FOR POSSIBLE ACTION RE:  Appointment of Public Works Superintendent/Engineer for the City of Hudson.   MOTION by O’Malley, second by Riedel, to reconvene into Open Session.  MOTION CARRIED – 5:22 p.m.  MOTION by O’Malley, second by Radermacher to appoint James Eulberg of Brooklyn Park, MN as the Public Works Superintendent/Engineer and approve the contract including a starting salary of $59,500 with benefits and vacation per current City policy, and direct that a salary and vacation review be conducted at the end of the six (6) month probationary period, with employment to begin Monday, June 28th, 2004.  In discussion it was noted that Mr. Eulberg possesses a BS in Civil Engineering from the University of Minnesota, and he has over 16 years of municipal public works and engineering experience and 9 years of experience with consulting engineering firms.  All ayes -  Motion Carried.

 

OTHER INFORMATION:  Administrator Devin Willi shared a copy of a letter regarding sewer rates that will be sent to residents who have installed second water meters.  He noted that the letter clearly defines the role the Public Service Commission played in determining the rates.
